You need these 4 things:

Editor:
Notepad for Windows is a basic editor but to keep track of your tags I recommend Meta Products LightPad You can build a Web page very easily with a WYSIWYG (What You) See Is What You Get) editor, but they generate very bad code which ruins or slows down your Site and you learn nothing about HTML so that when you want to add something more complicated to your page, you won't even know how to get started. I recommend sticking with the editors of the free Web hosts, or using Notepad or Meta Products LightPad to write your HTML.

Web space:
there are several free web space providers listed here. The best free one is Freeservers but here is a list to choose from anyway. For paid hosting I reccomend that you go with either Yahoo hosting or Lunar pages but here is a list to choose from anyway.

Graphics:
If you are going to have some sort of pictures on your page you can find search for free graphics. After you learn enough HTML to make a Web site, you might want to invest in a graphics program so you can make your own graphics. Making your own graphics makes your page look original, and makes it stand out from other sites. You can purchase Jasc Paint Shop Pro. Remeber the less graphics the faster it is for the page to load, because graphics are generally very large.

A good idea:
You need to come up with something original to make a really great page, something that no one else has done before, something that you present in a completely original way. Coming up with something on your own will help you get lots of traffic. Being original is definitely the key!!
